Unimaginable dumping of plastic and other waste has created profound impact on the environment and challenges related to its management has raised the concerns. In 2019, the world generated over 380 million tonnes of plastic waste, with India contributing 9.4 million tonnes annually (Rafey et al., 2021).

In the framework of this issues, Government of India has meticulously framed and rigorously implemented the Plastic Waste Management Rules from 2016, including EPR, which stands for Extended Producers Responsibility; a policy which requires to shoulder the responsibility on producers for their plastic packaging or commodities which comes in plastic packaging to ensure that the same is properly processed through recycling, reuse or end of the life disposal methods like waste to energy, waste to oil etc. when they are no longer needed or they are exhausted their design period.

Thus, EPR framework shifts the responsibility from the downstream urban local bodies to upstream side of manufacturing, producing, importing and selling.

EPR according to Plastic Waste Management Rules (PWM) 2016 is defined as "The responsibility of a producer for the environmentally sound management of the product until the end of its life."

The stakeholders (collectively known as PIBOS) mentioned above are responsible for collecting, recycling their goods when they come to the end of their desired function/use.

Following are Step by Step Guide for EPR Regime

  • Identify under which obligated entity of PWM rules your company falls. (Producer/Importer/Brand Owner etc)
  • Create a login credential on CPCB portal by filling necessary details like company documents, authorized persons details as email id, mobile number etc
  • Draft the application by filling necessary details (Plastic consumption, procurement and sales details of previous two financial year) on portal.
  • Determine the EPR targets of current FY and submit the application.
  • Pay necessary fees as applicable on CPCB portal.
  • After payment of fees the application is reviewed and EPR certificate is granted.ees as applicable on CPCB portal.

  • Upload previous financial year (FY) data and file annual returns before the timeline mentioned on CPCB portal.
  • After filing annual returns set the next years EPR target.
